Billy is the drug-dealing hustler who exploits 15-year-old runaway Amanda (Juliette Lewis), pushing her into drugs and strip clubs. After she's dumped by soldier Mike Medwicki, Billy drugs her and goads her into revenge: they kidnap Mike and his girlfriend and Amanda stabs Mike to death with Billy's knife in an oilfield. Both are arrested; the film follows Amanda being tried as an adult and sentenced to death. Billy survives.
